Summary of Proposed Bylaws Amendments February 2020

February 2020

1. To conform to national LWML (housekeeping, do not need to vote on these)
   
   1. Change 
      
      1. Society to group
         
      2. Vice President of Human Care to Vice President of Special Focus Ministries
         
      3. Vice President of Servant Resources to Vice President of Organizational Resources
         
      4. President now attends national Presidents Assembly
         
   2. Obtain membership applications from the District President
      
2. To conform to current practice (included in vote)
   
   1. Delete Zone ministry teams, replace with Zones
      
   2. Delete Convention Resolutions Committee as we are omitting courtesy resolutions (If we have any “real” resolutions to craft the president can appoint a committee to do it.)
      
   3. For several duties, replace Board of Directors with Executive Committee (Board meets once in the biennium, Committee meets in October and February.)
      
   4. Vice President of Special Focus Ministries Coordinate the District’s YWR and H2H (Heart to Heart) Sisters programs
      
   5. Delete Personnel Resource Profiles as we haven’t been keeping them up to date
      
3. To improve our processes (included in vote)
   
   1. Allow the meeting to fill a vacancy in the office of president to be a teleconference.
      
   2. Move most of the duties of the Mailing Secretary to the VP of Communication as the VP maintains the electronic mailing lists. Delete the position of Mailing Secretary. (The Financial Secretary will now report dues payments to the zone presidents.) 
      
   3. Create a Young Woman Representative (YWR) Committee
      
      1. Appointed by the President
         
      2. Reports to the Vice President of Special Focus Ministries 
         
      3. Promote awareness of YWR programs and information within the district through the U & I Together and the district’s website;
         
      4. Assist groups within the district in ways to include YWR activities within their church;
         
      5. Assist each zone president with YWR participation in zone events;
         
      6. Organize YWR activities for the district convention and retreat;
         
   4. Create a Heart to Heart (H2H) Committee
      
      1. Appointed by the President
         
      2. Reports to the Vice President of Special Focus Ministries
         
      3. Promote awareness of H2H programs and information within the district through the U&I Together and the district’s website;
         
      4. Assist groups within the district in ways to include H2H activities within their church;
         
      5. Assist each zone president with H2H participation in zone events;
         
      6. Organize H2H activities for the district convention.
         
   5. Move oversight of the Archivist from the VP Communication to the Secretary
      
   6. Change “work program” to “budget” (old terminology)
      
   7. Have the Pastoral Counselor serve on Mission Grants Committee and review the U & I before publication
      
   8. Writing District history moved from bylaws to Procedures Manual (duty of Archivist-Historian)
